Journey of RTO State Transfer and Getting New HSRP Number Plate of My Car
Why this blog:
Many of IT professionals/others like me are facing issues and have many queries due to lack of information for,

This is the situation because of RTO process, documentation and many other RTO " " things (That is why you are reading this blog ;)).
Little Background about the Car and Me:
I am a IT professional (was) working in Bangalore (I believe who suffers the most in this process). I had purchased a new car in January 2020 (just before Covid-19 Lockdown).
Car: Swift Dzire Vxi AMT
Make: 2019
Payment: ~50% down payment + ~50% Loan from Kotak bank
Everyone has their own reasons to move across the states in India. I just wanted to shift near by home town as nearest as possible due to family reasons + Covid-19 situations. I supposed to get a offer letter from Delhi but lockdown has frozen everything. But got this offer when situation was getting better around Sept 2020. So I have shifted to Noida in Dec 2020 along with my Car.
At this point of time I was in same dilemma whether should I take my car with me to Delhi NCR. I did a detailed research and calculated the cost and RTO refund and decided to take my car as it was just a new car (My first car as well :D ).
As per rules you can driver other state vehicle for 11 months. Later you have to re-register your vehicle with new State. Though I had many feedbacks that Delhi-NCR authorities do not make trouble for other state vehicle like Bangalore. But we never know when and how situation changes. So its always better to go with process.
Another fact, KA road tax - 14% and Delhi-NCR road tax - 7% - 8%.
So here are few glimpse of my journey.
Shifting Car from Bangalore to Noida:
I have moved my car by Movers and Packers.
Cost: ₹15k + 3% Insurance of car value
Required Documents to Re-register Car in New State:
- NOC from KA - Form 28 (Original)
- RC (original)
- Residential proof of new state
- PUC (copy)
- Car insurance copy
- Vehicle invoice copy
- Owner's Aadhar and DL copy
- Road tax receipt from new state
- Sales tax NOC from new state (original)
Getting NOC (signed Form 28) from Kotak Bank:
This process is completely offline and one need to visit Kotak Car loan branch. You need to write a manual application and submit to branch manager (as I remember) to get bank sign on form 28. You will get some recommendation letter which need to be submitted to respective counter.
After few days I was asked to transfer NOC charges of ₹1180 through NEFT/IMPS. I have done the same and sent the screenshot of the payment via email to given email ids.
I have received signed Form 28 after 1 week via courier. Courier details was already sent via email by Kotak bank.
Once you receive the signed form 28 from bank, you need to contact your RTO to get NOC.
Cost: ₹1,180.00
Getting NOC from KA RTO:
This process is free of cost if you get it done by yourself with KA RTO.
But due to RTO complexity and Covid-19 situations, I have contacted some RTO agent and get it done. It was quite easy process through RTO agent. It took around 2 weeks.
Cost: ₹3k
Please note, keep one copy of Form 28 which we need to attach with road tax refund application.
Road tax and Re-registration of Car:
Due to covid-19 situation I had avoided to visit UP RTO for few weeks. I was not aware that we must pay road tax as soon as we reach to new state (within 15 days) when you are holding NOC from old state. otherwise Road tax penalty is calculated as around 2% per month. In my case it was ₹ 10082.
Please pay your road tax as soon (within 15 days) as you reach to new state along with NOC from old state. you can apply for re-registration later or skip this part and driver with old number plate.
I had contacted a RTO agent for the complete process. He took care of everything including road tax, sales tax NOC and re-registration of vehicle in UP. I had to visit RTO and agent 3-4 times for the process - 1) submit document, sign forms and 2) Collect road tax document and 3) Collect RC, but no hassle. He will do everything for you. You just need to take care of all the required documents.
It took around 1 month for the complete process and get new RC.
You can calculate your vehicle's estimated road tax as per car value and depreciation 3% per 2 years.
Cost: ₹60490 (road tax including penalty) + ₹4500 (RTO agent)
New HSRP number Plate:
- First I have tried through RTO agent but no luck.

Next I have tried through https://bookmyhsrp.com/ but getting error
saying "Vehicle owner's with vehicles manufactured after 1st April 2019,
should contact their respective Automobile Dealers for HSRP affixation."

- I have contacted to UP dealer to help. But they had no idea what to do and refused to any help.
- I have contacted to Bangalore dealer from where I have purchased my car. They also had no idea what to do in this case. They knew that they can place a request for new vehicles registered after 1st April 2019 but no idea about re-register case. I was lucky and staff was very supportive. They had tried and got successful to place a order of new HSRP number plate. I have paid to them for number plate and courier charges.
Refund of Life Time Paid Road Tax from Old State (KA):
Now we are in the last phase of the process to get RTO refund from old state (KA).
You need to write an application and attached required documents and send to RTO office.
Application Format:
- Form 28 copy
- Form 16 filled and signed - Application for Refund of Tax
- copy of KA RC
- copy of KA road tax paid receipt
- copy of UP RC
- copy of UP road tax paid receipt
- copy of PUC
- copy of Insurance
Follow up on Refund Application:
- Application is received by RTO and under process
- Exact refund amount
I have waited for another 2 months and filed another RTI application. I have received a reply saying its under process of account section.
After another 1 Month, I have received mentioned refund amount into my given bank account.
cost: ~ ₹500
Final Summary:
I have shared the almost complete details of efforts and cost with my best memory and documents. Here is some calculation of cost and refund for my car.
Total cost: ~₹87k
Refund amount: ₹97359
I believe this information will help many others like me who are going to shift across the states but does not have BH number plate.
